    That kind of criminal impunity is reserved for the rich and powerful. While the crimes of the rich greatly affect society, by raw numbers, they don’t affect crime rates much. The rich may dominate theft statistics in terms of total dollars stolen, in terms of number of individual thieves, the rich are a rounding error.
