In my country, almost any group travelling together is going to speak on a long-haul bus or train, many of them most of the time. And lots of people make loud phone calls (forbidden on most public transit but nobody enforces it: someone recorded 5 simultaneous calls from a tram once). There have to be designated quiet coupés (or open rail cars since coupés are falling out of fashion).
