    It seems inane to me that there is no legal space in most countries between a “pedelec” with a maximum speed of 25km/h and a full motorbike or car with a maximum speed of 200km/h.

    There should be more in between vehicle categories that you can take on slow city/local roads but not highways or freeways.

      Jumps from 250w 25kmh to 4kW 45kmh here as the limits. With the first being the same as a pedal bike, the second is mostly the same rules as any other motorbike.
