All it takes is one of his Russian handlers to mention that that’s how it works in Russian and for him assume it’s the same in the US. His brain isn’t great with nuance after all. So not only is it not an american thing (they have always just said they will nuke whatever the fuck they want when they want, to some extent) it is trumps favorite sort of policy, one that is just bluster and hot air.
