    In the USSR one could, in fact, do both tourism travel and move to other places.

    Not sure why you are even claiming that the USSR was behind in this area, considering that states in general do not give opposing opposing movements power.

    Also a feature of NATO.
    Going to mention, though, that the early USSR decriminalised that, and some of the socialist republics - like the GDR - were better in this regard.
