The US has not formally declared war since WW2, so formal declaration cannot be your threshold.

Wikipedia has got a list of “wars” in the 21st century that the US has participated in: https://en.wikipedia.org/wiki/List_of_wars_involving_the_United_States_in_the_21st_century

Every president during this period makes the list.

Edit: to clarify I’m not saying Wikipedia is straight facts. It’s a convenient list. Using any other list is fine too.

Are you implying that Joe Biden started the Ukraine War and the Gaza War?

NATO had been pushing for war with Russia for a while. It finally got it.

So yeah, either of the recent blue governments can be said to have started the war.

History started on the day Russia invaded. Anything leading up to that can safely be ignored. We have always been at war with oceania

“Ignoring Russia” is when you (the most prolific invader in the world) declare your intent to antagonise Russia, do a coup against a neighbouring neutral state, and attempt to get your military to its border.

if wikipedia said trump won the 2020 election would you believe it?

            also

This article is about the ongoing war in the Gaza Strip and Israel. For the broader conflicts, see Gaza–Israel conflict and Israeli–Palestinian conflict.

or do you refer to WW2 as the Polish German war?

You realize I was responding to someone who posted a Wikipedia article, right? If you want to call them the Russo-Ukrainian War and the Israeli-Palestinian War when you’re arguing on Internet forums, you do you.

I’m trying to understand what starting a war means such that you can say it was only the republicans.

There are other conflicts in there that are listed with dem presidents.
