I don’t have any sources to back this up right now, but productive capacity in African states that have welcomed Chinese infrastructure projects likely would reflect this. I think the OP graph also indicates that the productive value generally is remaining in Africa as opposed to going to China.
Hope those imported labor also bring training to local population in a sustainable way
