So the billionaires set the prices which was already putting small ranchers out of business. Trump 2.0 has just exacerbated this process by making the inputs way more expensive.
It will never completely collapse. There will still be a demand for meat and now they can set whatever price they want because they control the entire supply.
Honestly I feel like that would just lead to Billionaires buying it up on pennies on the dollar and even worse outcomes.
