The USSR was socialist, workers controlled the state and social ownership was the principal aspect of the economy. Communism is stateless, but not without administration, so when you use words like “government” not being in communism you cause confusion.
It would be communist if there was an intention that the government ownership would provide for all, and not just the extremely wealthy.
THERE IS NO GOVERNMENT IN COMMUNISM, THIS IS STATE RUN CAPITALISM JUST LIKE THE USSR.

IF THERE ARE PEOPLE ORGANIZING TOGETHER, THERE IS A GOVERNMENT. GOVERNANCE AND ECONOMICS ARE TWO SEPARATE THINGS.
COMMUNISM IS “STATE-LESS”, NOT WITHOUT GOVERNMENT. YOU CAN HAVE A GOVERNMENT WITHOUT HAVING A STATE STRUCTURE.
