Its mostly used as an excuse to cement the gains of Zionists and convince the Palestinians to accept submission to the Zionists. Back when “a two state solution was possible” that plan would have meant creating a “Palestinian state” where their utilities, elections, airspace, border, food, security, economy, and military are directly owned by the Zionists.
