Honestly the incompetence is to use UPS in the first place. Why not use the military to transport it, why not a contract carrier, why not USPS, why not some guy named Bob that everybody trusts?
Same reason there aren’t enlisted folk staffing every DFAC and cooking actual food, it’s contracted out to “save money” and line someone’s pockets along the way.
Are you talking about the worker who put the package in the wrong bin for transport, or the designer of the system that made this mistake possible?

UPS is the contract carrier. The usps isnt equipped for freight delivery.
I meant like one that specializes in this kind of stuff, not just a general service.
