      It would be too sloshy.

Commode chairs exist (for rolling from bed to over the toilet or using with a pot when the toilet isn’t accessible) but they usually don’t have the big pushable wheels, just little casters, so someone else has to drive.

Leg bags with catheters also exist and can be worn in a wheelchair.

But it’s also legit for a person with (for instance) a bad heart or hips or back to need a wheelchair while being able to stand or walk briefly. Perhaps enough to get to the hedge but not a farther-away public toilet, if there even is one.

imagine a world where there’s mobile portapotties that follow people around using enhanced scanning devices to seek out the people most likely to need them

You are rolling along minding your own business, and suddenly out of nowhere a portapotty starts stalking you down the street. You dont need to use a bathroom but it just keeps silently following you, maintaining a distance that is both comforting and creepy as hell. You feel watched, because you are. Both by the portapotty and by everyone in the vicinity who are waiting to see if you do need to use the bathroom. Those algorithms are always right, thats what the marketing said anyway.

They’re banking on the fact that everyone poops eventually so it just follows people around at random. The scanning equipment are just props looted from Forbidden Planet.
