I think thats true for a lot of Western liberals generally. But a lot of liberals still do care about the wellbeing about people in other countries. They just have no actual comprehension about imperialism as a system and how they benefit from it as citizens of empire. Not saying their ignorance is excusable, but it’s what allows their compassion to be weaponized at whatever foreign boogeyman is next in empire’s scope.
