ICE uses lots of civilian vehicles. If you want a hard border that checks every vehicle, I don’t know if state troopers have the manpower to do that for an extended amount of time. This is also legally difficult territory. What should state troopers do if ICE doesn’t comply? Do you believe four troopers at a checkpoint will risk a shootout with a dozen armed ICE agents?

Will ICE shoot state troopers? Then try to be effective in that state after that?
I say we have the confrontation, and see what happens. My guess is that the ICE Apes back down.
