What I said was that there should be no option to opt out if we’re going to be kneecapping our medical system for the sake of effectively punishing those who opt out and that’s seemingly the only function permitting opting out could serve. Obviously I don’t think there’s a surplus, my comment was predicated on there being a shortage (being made worse by letting people not donate).
