    It requires removing those who seek to exploit by criminalizing it or creating taxation systems that punish the acquisition of too much wealth. It’s definitely possible, but that has to be ingrained in the government’s constitution that even government leaders/coordinators can not acquire excessive wealth or property. Also, only individuals should be treated as people with rights, not collectives/companies including the ability to own things. The collective/company itself should never own something only the people who make it up. That then completely removes the legitimate market for things like yachts unless they are owned collectively and equally by all people in the collective. Then eventually communism, or something like it, because no individual form of government can exist 100% as it’s ideologically defined, can evolve from that.

    But convincing enough people to do that is hard. Most people think they can become rich and don’t want even the sliver of a chance to be taken away. Same people who regularly play the lottery or other gambling whose odds are extreme. They are willing to waste time and money on just the slim chance to exploit others even if that means most of them become the exploited. Until that mentality is removed from society, there’s little chance of the level of cooperation needed for communism to eventually evolve.
