Honestly, at that point, I think you let him have it.
Especially when:
"Safety was not compromised by this incident because all pilots at Air Canada undergo mandatory recurrent training every six months to validate their flying competency, including a flight check with a certified Transport Canada check-pilot every 12 months,”
Dude has passed at least 32 trainings, 16 flight checks, and has 900 flights under their belt. At this point it’s utterly irrelevant what certificate he was missing 16 years ago.
He’s already retired.

Why didn’t he just get the licence? He passed every training check and update in 16 years, 32 times.
Just speculating but maybe he didn’t want to arouse suspicion? It could be that he would have liked to have it, but may not have been able to get it without raising some eyebrows.
Obviously no excuse for not having it to begin with, and doesn’t reflect well on Air Canada for promoting him to captain without it.
