Counting vote v. Counting money

Might as well buy spoons on the fantasy of filling in the Grand Canyon.

The courts would prefer to ignore it. In decisions they’ll divine original intent from the Federalist Papers but a statement of goals in the actual document are out of bounds.

It’s the one we struggle with. The reconstruction amendments remade it and conservatives really don’t like that.

We shut ours down for cost not complexity.
