I know this might be an unpopular opinion, but I think parents also carry a significant part of the responsibility.

When the war started, there where those in Russia that did protest the war. You could see them getting picked up and dragged away.

There is an entire precedent as well of people saying “I was just following orders”, that could be looked into.
