Here’s what I’d do: You apply to become cops, and try to smuggle in drugs through the cops.
Eventually the game offers you a story branch in which you can become good - and actually be a good cop, or join the other bad cops.
If you’re good enough you lose the ability to attack random strangers, but gain a host of others - such as attending city council meetings, cleaning up rubbish, and eventually busting a Trump like figure.
This follows in GTA5’s online “GTA5 RP” (role play) tradition, which produced a myriad of story lines the devs could have borrowed from.
EDIT: The tradition of RP is still going on in GTA5.

It’s called GTA RP, go look it up. I’m just talking about making it official.
Sure but you proposed it as if it wouldn’t change the whole story of the game and implement a lot of new mechanics which would totally change the game.
