I don’t think the crisis they’re referring to is about the situation he caused. I think they were referring to his mental condition, hence ‘individual in crisis’. He felt trapped and was trying to escape from his home (seemingly in any way possible) and I’m sure the drinks only helped with making a poor choice in what to do then and there.
I wouldn’t say crisis. He did pullover, and stopped to get gas. A bender for sure. Crisis is SWAT and Highway Patrol helicopters employed.

Imagine putting up a multi-hour chase, cops doing their best to stop you, and when they finally do they find out you’re blind.
Would have to let you go from the embarrassment alone.
