ICE notified Moore in late August that he was going to be fired and instructed him to come to the agency’s Philadelphia office, according to two federal officials who also spoke on the condition of anonymity to discuss personnel matters. ICE had identified issues in his past, the officials said, including being fired from other law enforcement agencies.

After doing contracting for years I don’t know why anyone would trust “signing bonuses” that aren’t paid out immediately. If you don’t have it paid immediately, there is no bonus. It’s the same as “contract-to-hire” after 6 months. You aren’t getting converted at 6 months. It’s a 6 month contract then you’re out. They’re just dangling a carrot barely out of reach
