Tax alcohol sales and earmark it for public transportation. Use late night busses, espically on non 24 hour Rail metro routes
Further, don’t punish people that drove in and made the smart choice to leave their vehicle over night. Not sure how to properly police that, but rarely is parking free, so maybe just make it a 24 hr thing rather than some hourly shit that costs money up front and a ticket on the back.
They shouldn’t tow cars from bars for 48 hours so you can go back and get it. Or you tell the bar you’re gonna come back for it and they make a note then trig legally can’t tow it or they become liable for drunk driving
