This would make sense if it was a response to Russia, but we all know that that’s not what this admin is about.
And that’s what I really find worrying here. This is not a Cold War scenario. This is an admin that really is keen on showing its own citizens and the world who is boss. And the person who can ultimately pull the trigger is a truly unhinged narcissist who has no business leading a country in the first place.
Apart from that, what is it with US official documents always looking like they were written at least 100 years ago?

I think that it’s referring to a vertical launch system, like a normal rocket, it starts off going up.
An alternative to horizontal meaning launched from an aircraft or submarine torpedo tube system of some kind? Maybe?
‘Economic’ vertical integration would imply a single vendor proving the components, assembly, and launch systems (I.e. Lockheed).
