I get how they threaten China’s efforts in foreign countries, but as long as China keeps developing the region and allowing self-governance, how much of a threat are ETIM terrorists? Is there historical example of terrorists sucessfully recruiting from upwardly-mobile folk who feel represented by their government?

Those people have significant autonomy, and far, far more agency than before the CPC. Hong Kong was run by a council mostly appointed by the crown and major businesses, Tibet’s people were literal slaves to the theocratic ruling class. Now they both elect representitives to send to congresses, whom enact their will.

What would Indonesia be an example of? I’m not too familiar beyond the political mass killings in the 60s and their actions in West Papua and Timor Leste.
