I’m not a lawyer, but unless they have reasonable evidence the crimes occurred on their states, the state prosecutors can’t do anything.
The DOJ has that evidence, they have been ordered to release it and they refuse. Prosecutors can’t ask for underacted files “just in case”
That’s why people are demanding the files, so people can be arrested.
