        He probably did care for a fleeting moment, not so much about the people but about him being able to capitalise on the moment for his own benefit.

        Then of course, that was too hard and TACO.

      You know how in the last few turns of Civilization, as the winner has become obvious you just start attacking every nation around you to use the military you’ve been building the entire game?

      That’s where we’re at

          Yeah that’s why you do it right at the end. Or you spam cultural improvements in larger cities so the neighboring cities are cool about all the war units you produce.

          I like to let the other civs catch up a little bit before going to war, and wait till the end to dominate because the advanced tech is more fun
