Morality exists so that a society may function theft is thus a breakdown of said society.
Then again morality itself is a social construct. This no such thing as morality or ethics or right or wrong or laws their are simply actions and consequences. A functional society will have sufficient consequences to ensure that the society can continue to function.
For a functional society both should be punished sufficiently harshly to ensure that its not something anyone does. For example if theft of $1 worth of goods resulted in a death penalty nobody would steal anything and u wouldn’t need to lock anything up. You could have phones in a tech store just sitting there without being locked down with the cable thing cos nobody would dare steal it.
