This used to be the case 15 years ago, but unless you go to some tiny independently owned place, you can usually pay with credit card or suica. If not, then with one of those QR code payment options. I rarely carry cash anymore.
Idk, I wasn’t there myself. My friend went there multiple times though (last time before corona) and he said cash was often/usually needed.

I wish, but this seems specifically aimed at smartphones only. However, this could open the door for Nintendo to make their own eshop for Android or Apple, and I suspect that’s what the gov is going for because it would directly benefit Japanese companies at the expense of foreign ones.
Why would Nintendo want a shop on Android and Apple? They don’t own those platforms…

They do make games for phones though. I haven’t heard of any in a while but I remember some dust being kicked up about Mario coming to smartphones about a decade ago.
