This is actually pretty damning. Like yeah theres the whole thing about is the UAE involved or not, but refueling is a time when planes are more vulnerable to attack. Doing it over Dubai is basically using the city as a human shield. Since if Iran shot at them here then the planes would fall on the city. This could legitimately be used as evidence in the ICC if anyone ever brought a case against the US.
