The opposite leg stance in the image make these look like rods off of a center ctrank. And its a beam frame. Here if you have an electric bike but it has e-assist pedals rather than a hand throttle then its considerable a bicycle for road rules.

As much as I don’t think it is a bike, that’s the definition in my province, and can act as a bike. If it accelerates by pedal force(even if assistated) rather than a throttle, and is sped limited, it is classed the same as a regular pedal bike.
