The oil paid for it, but I suspect the reason was Turkey daming the Tigris and Euphrates for water, ag and power. Iraq would have gone to war over that so the US put that turtle on its back before it could do anything.
In addition to Hussein wanting to convert Iraq UN Food-for-Oil account from petrodallars to petroeuros. To be blunt, I expect USA wouldn’t have gotten involved had it not been for that.
This is a bipartisan issue. Dems are angry he wanted to stop.
