If you actually get involved in politics, it becomes clear pretty quickly that people DGAF about it. Even the 45% or so that say they do. How to use your mass public support to achieve political change was never the question, it was always “what public support”.
For voting you need a majority to succeed.
For operating a guillotine not so much.
