    Can anyone way in?

    • Is this regulationn Standart in other countries?
    • Are the exceptions plenty such that the law doesn’t apply readily enough?
    • Does Polish politics have a particular history with that issue?

      1. Yes, the topic was returning again and again, each time causing political arguments. Until now all attempts to ban it failed. Usually parties counting for rural votes would oppose such regulations, as chained dogs are quite a norm in villages.

      I have not been following that issue too much, so I cannot tell how good or bad current solution is.
