Does it really matter? Testing isn’t prevention.
It’s about the risk profile. STD risk will never be zero, so I like to weigh the risk versus fun. Any specific guy who’s pushing back against condoms gets a “no” because pushy behavior = rapey behavior, but if the military tests monthly or something, that’s useful information.
A monthly test won’t help when they picked something up last week.
Or just lie about the results…

Whenever somebody says they don’t need/want a condom, that’s when you need one the most. Or just deny them entirely. Because it means they’re doing the same with others, which means the ‘no condom’ people have higher than normal STD risk.
