Air to air and water to air heat pumps both move heat around the same way and underground or lake source can heat up locally and relatively permanently, so the benefits may be short term. It’s not great to pump heat into a lake.
That said, the efficiency of a shared system may be considerably higher than hundreds or thousands of individual units.
They also suggest cooling the lake (or whatever reservoir) when energy is abundant. Not sure how economical that is since it would be quite a leaky battery.
The unspoken benefit of window units is the implicit focus on cooling only one room versus an entire home. When I lived in central Europe twenty years ago, I was already shocked that people in summer did not at least keep the bedrooms tolerable.
