I don’t know, I’ve seen some bad cases, and I sincerely doubt that cat can groom itself properly. But you may be right that it wasn’t matted specifically.

That kitty is a short hair. No way was it matted so badly it needed to be cut off.

I suppose it could have been that he got himself covered in something not easily washed out, like paint or glue
