There’s also such thing as hardened steel chains and padlocks that require something more than bolt cutters to defeat.
Though even if those spokes are hardened, they look long enough that you could probably still bend them by sticking a good solid bar in there and yanking.
Or if you want to really fuck it up, instead of using that bar to lever them into a different shape, weld a bar horizontally that is too long to do a turn without pressing into the ground. Then see if the whole thing is strong enough to lift the car and turn the wheel, if the motor stalls when it tries, or if something snaps first.

If the bar can’t bend them you can always just put your spare tire scissor jack under the tip. That will definitely do the trick.
