It never does. Haven’t you seen what the French government is now trying to do? They’re claiming it’s leftist separatists doing this and it has nothing to do with schools. They will try everything to delegitimize instead of doing the right thing. Cost benefit analysis will be run later and they might learn a thing, but mostly don’t.
