You literally stated that 8 billion people couldn’t stop the flow of the Mississippi river. Aside from the fact that the Mississippi ebbs and flows from 20 ft wide to a mile wide, 8 billion people take up a lot of mass. 8 billion people could reverse the flow of the river if they wanted.

Even if in theory you managed to dam it - the Mississippi is so large and fast moving it would EASILY find another route. Like their would not be a “bay of Mississippi” or whatever.
