Even in satire, “mark the vans” is too actionable for dems. Maybe something like “ICE Victims Are Seen and Heard” would be better for them

Make a few cameras that dont turn off the same way that others do. Use it to log when officers try to turn off their cameras. It will be like flock for people who are actually activly committing crimes.
