'Microchips: The Oil of the 21st Century' (3/5). When the Chips Act, the plan by the 27 European Union member states to reduce their dependence on the US and China for semiconductors, came into force in 2023, the goal initially appeared 'out of reach.'

The share of investments made in the European chip sector shrank compared to worldwide spending, falling from around 10% in 2000 to 4% in 2010, according to the European Court of Auditors. Since then, the situation has not improved.
