Donald has demonstrated that the president can effectively rule by fiat, provided they’re willing to fight for whatever it is they ordered, up to and including tanking the campaigns of people in their own party. (Which Democrats have never shown a willingness to do, unless you’re a socialist.)
In order to create LASTING change, ideally, one needs Congress. That said, so much power is now invested in the presidency that you don’t really need Congress for much.
Part of the problem is that you have a complicit Congress and Supreme Court. However, since the majority of Congress is the President’s Party, Trump can operate in a vacuum and Congress won’t push back. It also turns out that the people concerned about Supreme Court nominees were right.
