As annoying as it is, you’re not wrong. Donald has demonstrated that the president can effectively rule by fiat, provided they’re willing to fight for whatever it is they ordered, up to and including tanking the campaigns of people in their own party. (Which Democrats have never shown a willingness to do, unless you’re a socialist.)
In order to create LASTING change, ideally, one needs Congress. That said, so much power is now invested in the presidency that you don’t really need Congress for much.
Part of the problem is that you have a complicit Congress and Supreme Court. However, since the majority of Congress is the President’s Party, Trump can operate in a vacuum and Congress won’t push back. It also turns out that the people concerned about Supreme Court nominees were right.

Well personally I’d create some kind of review board to identify who probably shouldn’t be let go. I would be surprised if the net hasn’t caught people who best not be walking our streets. Otherwise IMO, any deaths caused by the person after you let them go is on you for facilitating their release into the public.
Don’t get me wrong, I’m not saying they are largely bad people, but blanket releases are stupid and dangerous. Expedience is key though so forming that board and getting them whatever they need would be high priority since every day they are detained is another day their family is without them.

The president of the US is the head of the federal executive branch. Anything done by the executive branch, you could undo, including release people detained by the executive branch. I don’t know enough details about which illegally detained people you’re referring to to answer the question more completely.
It’s more complicated than that; they’ve shifted from domestic concentration camps to foreign concentration camps — so the first thing you’d have to deal with is international diplomacy.
You could divert a tiny fraction of military spending into
bribesinvestments for these foreign countries.Also an important step after getting everyone home would be ruthlessly punishing anyone even slightly responsible. Otherwise you’re going to get the same shit all over again.
The worst part is that there are no records of some of this. We don’t know where some of these people have been taken.
