The Dutch-flagged barge Terra 2 (135 meters – 443 feet in length) had loaded a cargo of 168 Mercedes vans and was set to depart on Monday.

It’s a good example why one should omit using three-letter-acronyms, even if knowing them oneself pretty well, as others might not.
“ICE” already had three widespread meanings I knew about up to now (the US immigration guys, the German trains and “In-Circuit-Emulator” from my work environment).
Now I learned that there is a fourth I didn’t know about, and who knows how many more…
On a side note:
I rechecked the article, and it mentions nowhere that the vans involved have been the ICE-variants of the Sprinters.
Heading of the original article is also different, so I am wondering where the ICE in the heading of the post came from.
How does ICE come into play here?
Easy.
Fossil fuel emessions cause climate change. ICE cars cause a lot of fossil fuel emissions. Climate change causes drought. Drought causes low water of the Rhine. The low water now prevents the transport of more of these cars.
Something that more wise politics and industry decisions would have prevented.
I think the person you’re replying to actuallt just isn’t familiar with the acronym for “internal combuston engine”, since their mentions of America suggests that they think it’s about the American Immigration & Customs Enforcement

That was new to me.The only (widespread) meanings of “ICE” I knew about up to now:
- Inter City Express, a common train type here in Germany, where the barge grounded
- The US immigration guys
- In Circuit Emulator, a tool widely use in my profession

Very first thought on seeing the heading was the train cars, which after looking at the article didn’t make sense, so it had to be the second one, which would have made sense.
The article did mention neither, I now suspect a little bit that it was added by OP for dramatic effect (climate connection), without having an actual source.
Didn’t know before that “ICE” can also be a abbreviation for “Internal Combustion Engine”, so that just has been some word confusion.
But now looking at the article again (which doesn’t mention the motor type at all) I can’t help but wonder (and please be honest):
