It didn’t matter what Trump did or did not do. The fact is that you allowed the Democrats to keep doing it, and then to reward them for their bad behavior, you decided to try to elect them again. That’s how US politics has become so fucking dysfunctional. You reward bad behavior.
From that article: “an aide to Clinton said the 2016 race was never specifically discussed and that it was only a casual chat.”
The closest thing in the article to Clinton encouraging Trump to run is that they say the conversation was “upbeat.”
