      And, more topically IMO, all Puerto Ricans.

      edit: full citizenship, rather than the second-class citizenship they currently have.

          They are technically US citizens by birth, but they have no representation in Congress, can’t vote in the US presidential election and generally have fewer rights than people born in the continental US. You could call it “taxation without representation”. Second-class citizens.

          But you’re right, demanding to “give citizenship to Puerto Ricans” doesn’t quite describe what the actual issue is.
