The iconic cathedral's chapter said the fee is meant to cover the increasing cost of the facility's maintenance, security and operation. The cathedral attracts some 6.6 million visitors annually.
The German news articles are saying that there will be areas of the building only available after payment - not any areas you need for praying, there’s lots of historical areas in the building. If you want to look at those parts, you’ll have to take a separate entrance where you’ll pay.
