If I understand correctly, leash and tethering are two different things. I can (or must) take my dog to walk on a leash, but I cannot leave the dog chained when at home. Right?
It seems more broadly as “confined”
Have your dog on a leash for a walk is not having it confined.
Having your dog tied to your picnic bench while at the park, not confined.
Tying your dog to a post out front of the store while you go in, not confined.
Tying your dog to a post and walking away for whatever reason and using that as your method of keeping them somewhere, confined.
In a crate in your home while at work because they’re an anxious asshole who eats your couch, not confined (but maybe you and the dog need to work on this)
In a crate put back behind your house all day long cuz that’s where it lives, confined
And the cage is barely bigger than the dog, and the dog is obviously miserable.
Yes, eastern Europe in general could use this law.
ACKSHUALLY, dogs are den animals and are used to being confined in a den by their mother as pups, crate training a dog isn’t awful and a dog having a crate / den can be very beneficial.
Confining a dog permanently is awful, putting them in their den while “mom goes hunt is not.

- Is this regulationn Standart in other countries?
- Are the exceptions plenty such that the law doesn’t apply readily enough?
- Does Polish politics have a particular history with that issue?
- Yes, the topic was returning again and again, each time causing political arguments. Until now all attempts to ban it failed. Usually parties counting for rural votes would oppose such regulations, as chained dogs are quite a norm in villages.
I have not been following that issue too much, so I cannot tell how good or bad current solution is.
